                Azerbaijan Republic is a democratic, legal, secular, unitary republic. From ethnic and religious point of view it is a Turk and Muslim-majority country.The legislative power in the country belongs to Milli Mejlis (the National Assembly), executive power to President, the judicial power to the courts of the Republic of Azerbaijan.

                The state language of the Republic of Azerbaijan is Azerbaijani. All documentations are carried out in the state language only.

Azerbaijan is located in the junction of the Europe and Asia, in the southeastern part of the South Caucasus. It has borders in the North with Russian Federation (RF), in the south with the Islamic Republic of Iran (IRI), in the west with Turkey, Georgia and Armenia, and with Kazakhstan and Turkmenistan in the east across the Caspian Sea.

                The capital of the Republic of Azerbaijan is Baku city. The territory of the country is 86,600 sq.km and a population is 9 million 165 thousand people (according to census of 2011).

                At present, Republic of Azerbaijan consists of 1 (one) Autonomous Republic, Nakhchivan Autonomous Republic (NAR) and 90 (ninety) administrative-territorial units (including 66 regions, 11 cities and 13 urban districts).

 

 

State Symbols of Azerbaijan

 

          About State Flag

 

 

 

 

 

 

 

 

 

 

 

 

 

               

Flag is a state attribute showing one state, organization, structure or union, mainly being of cloth, a state symbol, which is taken front during wars, revolutions, demonstrations, taken over heads of people, being fixed at pillar of in front of buildings of various organizations and representing of that organization, laid on grave of martyrs. Each color and symbol on this flag has own meaning.

Being of the state attributes of Azerbaijan Republic, symbol of statehood its National Flag – is a State Flag. The State flag of Azerbaijan Republic is symbol of sovereignty of Azerbaijani state.

Symbols of tricolor flags: 

                The National flag of the Azerbaijan Republic consists of three equal wide horizontal stripes. Upper stripe is in blue, middle stripe is red and lower stripe is green color. Eight-pointed star and crescent of white color had been described in the middle of the red stripe in the both sides of the flag. Correlation of width of flag to the length is 1:2.

                Blue color –means Turkic origin of Azerbaijani people, blue color is connected with idea of Turkism. There are various explanations about preference of blue color by Turks. Lots of ancient monuments have been built in the territories settled by Turkish speaking people being of the Islam religion and majority of these monuments were in the blue color. Therefore blue color has a symbolical meaning. Blue color once reflected grandeur of the Elkhaniler period in XIII century, their victory marches.

                Red color – means to build modern society, to develop democracy, in brief modernization and development. At the end of XVIII after French bourgeois revolution in connection with development of the capitalism the great progress occurred in European countries. There was a struggle of proletariat against the capitalism system. Red color was turned to the symbol of the Europe in these years. 

                Green color - it expresses the affiliation to the Islamic civilization, Islam religion. 

                Three colors of the flag hoisted: Turkic national culture, Moslem civilization and modern European democratic bases.

Crescent and eight-pointed star described in the middle of the flag at red color. According to information of historians when tricolor flag was accepted as the State Flag by the Peoples Republic though it was shown what do the colors on it mean but the meaning of crescent and eight-pointed star had not been explained. There are different thoughts about meanings of crescent and the eight-pointed star on the flag 

                Explanation of the eight-pointed star and crescent:

                Crescent once had been coat of arms of the capital of the Byzantine Empire Constantinople. Aftre Turks had captured that city in 1453 that coat of arms was accepted by Ottoman Empire as one of the symbols of Islam religion and it passed to another peoples of same religion, too. Crescent on flag is the symbol of the Turkic people. Regarding meaning of the eight-pointed star it is connected with method of writing of "Azerbaijan" word in the old alphabet. So, "Azerbaijan" word is written with eight letters in the old alphabet.

                Meaning of the eight-pointed star in the history is explained as: Turkism, Islamism, Modernity, Statehood, Democracy, Azerbaijanism and Culture. Star on Azerbaijani flag had been used in the architecture style widely and eight corners, eight is the symbol of the Turkish people.

                The National Emblem of the Azerbaijan Republic symbolizes the independence of Azerbaijan. The national emblem is the image of an oriental shield and a semicircle formed by the branches of an oak-tree and ears resting on it. The shield contains the image of a fire in the center of an eight-point star against a background of the colors of the National flag of Azerbaijan.

                Meaning and functions of the symbols in the state emblem:

The practice of placing of state emblem on shield is a wide spread practice in world heraldic art. World people used a shield for defense and for demonstrating of national symbols during the thousand years. This is known that shield was one of tools of national fight in eastern peoples, the heroism symbol. Differently from west, shield of the east is in the round form. Imaging of state emblem on that shield shows that Azerbaijan is an eastern country, the nation belongs to eastern civilizations, and people is of eastern orientation. 

                Round blue, red and green colors inside of shield means personifies Turkic origin, used in Azerbaijani flag and modernism and Islamism.

Eight-pointed star located in the middle of the shield is the symbol of the sun. Sun (also, the moon) is meaning of "eternal, endless life" in the world heraldic art. But white color of sun symbol means "peace, tranquility and peace loving"

                 Flame image in the center of Sun symbolizes "Odlar Yurdu" (Country of Fires).

                 In general, flame means progress, development in art of coat of arms. This symbol reflects fire-worship which had existed in ancient Azerbaijanis and national traditions related to fire worship (attitude to fire in "Novruz" holiday)

                İlham Heydar oğlu Aliyev was born on December 24, 1961 in Baku. In 1967-1977, he studied in the school № 6 in Baku city. In 1977, he entered Moscow State International Relations Institute (MSIRI) and after completing his education, he entered the postgraduate department of the same Institute in 1982. In 1985, he defended a dissertation and got the degree of Doctor of Philosophy on the historical sciences. He worked as a teacher in Moscow State International Relations Institute in 1985-1990. 

                In 1991-1994, he worked in the private business sector and presided over several production-commercial enterprises. 

From 1994 till August 2003, he has been the vice-president, later the first vice-president of State Oil Company of Azerbaijan Republic. At the same time, he has been the President of Azerbaijan National Olympic Committee since 1997. He has been awarded with the Supreme Order of the International Olympic Committee for his contributions in this field. 

                In 1995 and 2003, Ilham Aliyev was elected Member of Parliament of Azerbaijan Republic. In 2003, he was appointed the Prime Minister of Azerbaijan Republic. In 1999, he was elected the Deputy Chairman of the ruling New Azerbaijan Party, in 2001, the first Deputy Chairman, and in 2005 the Chairman of the Party.

                In 2001-2003, he has been the leader of the delegation of the Parliament of Azerbaijan Republic in the European Council Parliamentary Assembly. In January, 2003, he was elected the Deputy Chairman of the European Council Parliamentary Assembly, and Bureau member of the ECPA. 

He was elected President of Azerbaijan Republic on October 15, 2003. In April 2004, he was awarded the honorary member diploma and Medal of the ECPA for his active participation and commitment in the work of the ECPA. 

                On October 15 2003, Ilham Aliyev was re-elected the President of Azerbaijan Republic.

                The Constitution of independent Azerbaijan was adopted in Nov 12, 1995 at referendum and it became in force in Nov 27, 1995 

                The Constitution of the Azerbaijan Republic consists of preamble, 5 Sections ( General provisions; Basic rights, freedoms and duties; State Power Municipality; Right and law), 12 Chapters (People’s Power; Bases of the state; Basic rights and freedoms of man and citizen; Basic duties of the citizens; Legislation Power; Executive Power; Court power; Nakhchivan Autonomous Republic; Municipalities; Legislation system; Amendments in the Constitution of the Azerbaijan Republic; Additions in the Constitution of the Azerbaijan Republic), 158 Articles. The Constitution of the Azerbaijan Republic is the basic law of the Azerbaijan Government. Legal bases of the state building of Azerbaijan have been determined by the Constitution. Azerbaijan had chosen for the first time a priority of human rights and division of power as its future development way being a democratic, legal, secular state.
